Tertiary institutions have started their new academic year smarting from cuts totalling several million dollars. For the first time, the Government has applied rules allowing it to claw-back up to 5% of its subisdies from institutions with the worst performance against measures including course and qualification completion, and students' progress to higher levels of study.
